Proposal from Small Working Group, Planning and Development to revise CMM 2023-13 Compliance Monitoring Scheme

Further to the tasking to the TCC from COM7, the Small Working Group on Planning and Development (SWG PD) has developed proposed language to strengthen the existing CMM on its Compliance Monitoring Scheme (CMS) to lay out a more comprehensive CMS process to assess Member compliance with Commission obligations. There are a small number of unresolved options/comments remaining in square brackets (including as related to timelines, how to reflect flag state investigations in Annex I, and reconfirmation of obligations to be assessed in Annex II – those identified as ‘P’) to be addressed at the TCC.
