Update on NPFC Git Repository and User Manual

The SC at its last SC08 meeting expressed the preference to use the GitHub Team Plan as a non-profit organization. The Secretariat officially submitted the application for the GitHub Nonprofit Plan on 5 Feb 2024. However, the Secretariat was informed that due to a high volume of tickets, the approval process may be delayed. The secretariat will continue to try to get the approval from GitHub for the use of the Nonprofit Team Plan. As a contingency plan, the Secretariat has established a GitHub Free Plan, which will be used until the GitHub Nonprofit Team Plan is secured.
