SWG PD - NPFC DATA SHARING AND DATA SECURITY PROTOCOL (data other than VMS)

This paper presents a proposal for the establishment of a protocol for the access to, the security and the dissemination of data held by the NPFC secretariat. The protocol is guided by general principles that the Executive Secretary is responsible for management of data, that the data owners shall take responsibility for the identification of confidential data where it is necessary to do so and specifies a priority for the Commission to protect data and remind Members of their obligations to comply with the obligations outlined in the protocol.
 

The protocol differentiates between public and non-public domain data and provides appendixes with examples to illustrate the types of data held by the secretariat. It provides rules for access to the different types of data, for data collection, storage, and dissemination. Further, a data request form/confidentiality agreement is annexed for the provision of access to confidential data.
