Small Working Group on Operations Presents Proposed Amendments for TCC Consideration:

1. Amendments to the Conservation and Management Measure on the Vessel Monitoring System
(VMS), to include aerial surveillance in definition of inspection presence:
Rationale

During TCC07 and COM08, Members noted that air surveillance was not explicitly included in the VMS
measure when defining an “inspection presence”. Acknowledging that air surveillance is an integral
component of an effective compliance monitoring scheme and that access to VMS data was critical to
delivering robust monitoring, the SWG Operations was tasked to address the shortcoming while ensuring
consistency with the rest of the CMM and the annexes.
Through discussions held during SWG Ops monthly meetings, Members agreed to amend sub-paragraph
1(g) of the definition section and sub-paragraph14(b) of Annex 2 of the VMS measure to ensure Members
with an inspection presence were able to access NPFC VMS data.
