Secretariat - rev1 (18 March) DRAFT COMMISSION BUDGETS 2023/2024 to 2026/2027

The NPFC Secretariat submits this paper to the Commission on

1. Update on income and expenditures for 2021/2022 and 2022/2023 fiscal years,
2. Proposed 2023/2024 and 2024/2025 budgets and indicative budgets for 2025/2026 and 2026/2027 in accordance with the NPFC Convention and Financial Regulations, and
3. Members’ contributions for 2023/2024 and 2024/2025.

During the 2021/2022 fiscal year, total income was ¥157,271,403 and total expenditures was ¥111,423,629, leaving ¥45,847,774 as the reported Commission surplus. This was mainly due to lower expenses on contractual services, science support, and duty travel due to the COVID-19 pandemic. For 2022/2023, while the year is not complete, expenditures are envisioned to be about ¥145,723,898 (with ¥111,800,558 expended as of 31 December 2022 and ¥33,923,341 anticipated in the final quarter) with income from assessed contributions (as of 31 December 2022) of ¥81,147,220 (Canada, China, European Union and Japan at 50%), and a voluntary contribution from China of ¥2,657,300.

The annual budget amount proposed for 2023/2024 is proposed as ¥160,804,996 each, an increase of 2.2 % from the 2021/2022 budget.
