Secretariat - Revision to NPFC Staff Selection Policy and Individual Performance Review
This paper addresses two staff related administrative issues. The first is the staff selection policy that supplements the process of recruitment and appointment of the NPFC Secretariat staff defined in the NPFC Convention Article 5.9, Staff Regulations 6 and Rules of Procedure 2.6. The NPFC Staff Selection Process was adopted by COM04 in 2018. It has been reviewed and revised by the Secretariat to address the recent challenges of staff selection and appointment.
The second is to address the evaluation of staff performance. This consideration is drawn from the NPFC Performance Review (NPFC-2023-COM07-WP02 (paragraphs 441 and 442). The review references the requirement to undertake a “360” performance review for all staff and share the results with the Chair and Vice-Chair as well as eventually the Heads of Delegation. The proposal is to revert to a simpler process that resides with the Executive Secretary as suggested in the NPFC Performance Review. The responsibility to ensure the overall effectiveness of the Secretariat would reside with the Executive Secretary and be evaluated on an annual basis through the performance review of the Executive Secretary.
