SWG PD - Revisions to CMM 2016-03 ON TRANSSHIPMENTS AND OTHER TRANSFER ACTIVITIES

This paper is submitted by the Small Working Group on Planning and Development (SWG PD). At both the 5^th and 6^th Commission meetings, the Commission tasked the Technical and Compliance Committee to prioritize the development of a more robust transshipment measure. In support of this tasking, the SWG PD focussed intersessionally on the development of such a measure for consideration by the TCC. In the final draft, square brackets remain in certain sections, and around some provisions where consensus could not be achieved through the SWG PD, in particular around timing related to information transmittal, and the inclusion of ‘other transfer activities’.
