Review of Target and Limit Reference Points

In accordance with the SC recommendation (project #10) and Commission decision, a consultant has been contracted to review reference points used in pelagic species fisheries by other fishery management organizations in order to assist the NPFC SC to set management standards and harvest control rules for its target fisheries. This document is a draft of the consultancy report submitted by the consultant, Dr. Laurence Kell, to the TWG PSSA03 meeting. The report is supposed to be further improved based on feedback from the TWG PSSA03 meeting.
