Proposal to Revise CMM 2023-15 on the Prevention, Reduction and Elimination of Marine Pollution
Revision 2 of this proposal has integrated feedback from several Members provided during the Day 1 discussion:
- Removal of reference to the London Protocol from the Preamble;
- Bracketing the definitions of "abandoned," "lost," and "discarded" fishing gear for further discussion in relation to the relevant paragraphs (5, 6 and 7);
- Inclusion of phrases such as "engage in international voyages" and "in accordance with MARPOL Regulation 10, Annex V;"
- Revision of language to reflect obligations specific to Members (e.g. fishing vessel shall → A Member of CNCP shall ensure that their fishing vessels…);
- Addition of a specified timeframe for reporting a force majeure incident, noting that it needs further discussion; and
- Clarification of the reference to a UN treaty to end plastic pollution under negotiation in the review clause.
Revision 3 incorporates further suggestions for voluntary reporting of ALDFGs (paras 11, 12 and 14)
Revision 4 incorporates Japan’s feedback, which suggests the deletion of the definitions of ALDFGs (para 2 d, e, f) on the grounds that they overlap with paras 5, 6, and 7. It also includes editorial changes and further elaborations on the qualifiers of a vessels to which the garbage record book requirement is applied (para 14 bis)
