Proposal from Small Working Group Planning and Development Draft Regional Observer Program for Transshipment

Further to the tasking to the TCC from COM7, the Small Working Group on Planning and
Development (SWG PD) has drafted language for a transshipment observer program CMM. The
attached reflects the progress that was made to date through the SWG PD, however, several
comments and suggestions in square brackets remain unaddressed and are subject to discussion at
the TCC. It was also agreed at the SWG PD that the measure would be reformatted as a standalone
CMM, rather than be incorporated into the CMM on Transshipment - this can be addressed
secretarially following the meeting, if adopted.
