EU PROPOSAL FOR AMENDING CONSERVATION AND MANAGEMENT MEASURE FOR JAPANESE SARDINE, NEON FLYING SQUID AND JAPANESE FLYING SQUID (CMM 2023-11)
The conservation and management measure for the 3 pelagic species (i.e., Japanese sardine, neon flying
squid, Japanese flying squid; NPFC CMM 2023-11) provides a framework that paves the way for the longterm
sustainability of these stocks. The EU proposal aims at clarifying some key obligations, in particular
those related to the effort management requirements established by the CMM, as well as their application to
relevant NPFC Members.
More concretely, the proposal establishes three new annexes with the list of maximum number of vessels
harvesting each species/stock for each Member and Cooperating non-Contracting Party.
The proposal will bring additional benefits to NPFC and its subsidiary bodies as it will provide a clear
reference of the vessels involved in these fisheries including facilitating the work of the SC and the TCC as
to the monitoring of the CMM.
Last but not least, the proposal also introduces the possibility for the European Union to be actively involved
in the harvesting of Japanese sardine as bycatch consistent with the Fishing plan submitted by the EU and
its rights and obligations under the NPFC Convention and international law (UNCLOS and UNFSA).
